Understanding Voice Phishing and Identity Theft Scams
Foreign residents in South Korea, especially E-9 workers and international students, are frequent targets for financial fraud. Criminal organizations use foreign names to open burner phones (대포폰) or burner accounts (대포통장) to launder money. If your name is used, you will be treated as an accomplice under Korean law.
Common Scams Targeting Foreigners
| What the Broker Says | The Hidden Crime | Your Legal Consequence |
|---|---|---|
| "Lend me your bank account for 300,000 KRW/month." | Used for receiving Voice Phishing funds. | Up to 5 years in prison or a ₩30M fine (Electronic Financial Transactions Act Article 49 Paragraph 4). |
| "Open a prepaid SIM card under your ARC." | Used to scam victims anonymously. | Up to 3 years in prison or a ₩100M fine (Telecommunications Business Act Article 95-2). |
| "Receive cash and transfer it to this account." | Acting as a money mule (수거책). | Accomplice to Fraud (Deportation). |
"I Didn't Know" Is Not a Defence
Almost everyone caught says the same thing: "I didn't know it was for voice phishing. I was just helping a friend." It rarely works. Korean courts hold that if you took money, or had reason to suspect the deal was illegal, you acted with intent — not by accident.
A conviction puts your stay in Korea at risk. Depending on the sentence, it can lead to visa cancellation, deportation, and a ban on re-entry.
3 Rules to Protect Your Identity in Korea
- Never sell or lend your ARC or bank account. They are yours alone. Not for friends, not for brokers on Facebook, not for any amount of money.
- Close your accounts before you leave Korea. Brokers buy accounts from workers heading home, then use them for fraud after you have gone. Close them at the bank in person. If you leave them open and they are used for fraud, you will be investigated if you ever return to Korea.
- Report a lost ARC within 14 days. Call 1345 (Immigration) or report it at any immigration office. Missing the 14-day deadline is itself a violation — and the report is your proof that you did not sell the card.
Already Lent Your Account? Act Today
If you have already handed over a bank account, phone, or ARC, the situation gets worse the longer you wait. Do these three things now.
- Call your bank and freeze or close the account immediately.
- Report it yourself before the police contact you. Coming forward first is treated very differently from being caught.
- Get advice before you make a statement. Call 1345 for help in your language.
